Yes there is. controlled is slower by virtue of giving your def experience.
There is no real reason to want to get it up passed 75 once you hit that.
Strength helps you level up the fastest and attack also helps you level up. They both make you kill things faster.
Defence does not help you level up faster once you have access to things like Guthans. It is optimal to get your strength and attack high and do the defence last.

And to answer your question it looks fine. Just make sure the garden is oriented as such so that you face the chapel when entering without having to run around the portal, and that the Glory display in your quest hall is on the wall closest to the portal
really the only other optimizations that can be made to the layout would be having the portal rooms connected to your portal garden, but it's not really that important and usually forces a really ugly house layout anyway since that's four rooms surrounding a garden
