People like to heap how it had colors just as bright as Halo 3 but completely forget about the Flood, which set up a deliberate contrast with the Covenant aesthetic. Still never got why people compared Reach visuals to any other shooter on the market. Dust and grime was present, but was overshadowed heavily by extensive color from both the Covenant art style and the settings. Consider New Alexandria, which is shaded purple and pink from the setting sun and red from the burning city; or Long Night of Solace, where the black of space was replaced by a brilliant mix of green and blue.
I suppose compared to the previous games it's a bit lacking, but not at all anything near a CoD or Battlefield level.
