So long as you have enough exo and a decent weapon you'll shouldn't have problems getting a party most of the time. The only hard part is getting people to run medium to hit 90 exo if you're just starting out.
Also, don't bother applying to parties if it already has someone of your class in it, you'll almost never get in unless the lead is an idiot.

Are you a ranger or something? getting into parties is easy with a +11.

Run solo on easy until you have 40 exo from using random pieces that drop, armor mastery doesn't matter at all when you're just starting out, use whatever that drops to hit 40 exo.
You can run easy more than that if you want to learn the gimmicks and not fuck up in parties but 40 exo is the goal from running easy.
Once you hit 40 exo you have to do the hardest part of ov: getting a party to run medium until you have 90 exo. Because medium doesn't drop set pieces, no one runs it more than they need to which is only about 1 full set of ov2 usually. Once you have 90 exo from equipping whatever shit that drops in medium you can start joining hard parties which is where set pieces drop. You are expected to at least know the gimmicks of each room well enough to not wipe the party when doing hard, so you can practice on easy for a while if you're not confident enough.

Most people keep several sets of chron gear because some are better for different things, for PVE the endgame gear is usually chronicle and or epic items depending on your class. Some classes like mexos will prefer 9 pc chronicle sets over epics even while others like rogue don't even use set pieces. For the most part only OV gear has exo outside of some event items.
For ele chron is what you'll be using for a very long time so you can consider it the endgame armor outside of epics.
You only use a non chronicle set if you do PVP because chronicle effects don't apply there, so only item grade matters.
