Killing a healer is about bursting them, don't rely on consistent damage, you have to remove all their defensives with pressure, so this relies on you having knowledge of the class you're playing and seeing when they use what. Once you burn through their defensives you purge their hots, begin bursting when they try to run away then you stun them, then let them nearly finish a cast and silence. A big mistake a lot of people make is silencing then bursting, you can get more uptime if you let them start casting mid burst and then silence/interrupt at the end of the cast also important so they can't fake you.
