It can't be the same exact rune.
For example with Havoc, you have Havoc Rune of Strikethrough, of Multistrike, of Critical Hit Rating. You can put a rune of each, but not say two Critical Hit ones. You CAN put a Havoc rune of Crit and a regular rune of Crit in an item though. There's no limit on basic runes like that.

You can use the same rune of different ilvl, so say you want to make Devastation but don't need any more crit damage you can do something like this
i120 crit sev 1 power
i100 crit sev 1 power
i80 crit sev 2 power
i80 crit sev 1 power
That gets you up to 5 set with very little invested and leaves room for a fusion or if you want you can change that second i80 1 power for a 2 power of a diff stat but you will have to check rune master to see if that will be beneficial to you or not. You need to get out of the mindset that you absolutely must have the best possible runes at all times because that shit is fucking expensive and you can do just fine with the method I explained and not want to kill yourself.
Your guild should step in and help you get your divine majors, assuming the piece you want to rune is BiS or you're willing to drop some dosh on service tokens to get that shit back.

Service tokens go into your account wallet so you can bind it on any character. Their most useful application is being an alternative currency to rerolling rune slots and recovering runes. They also let you skip some cooldowns and apply cosmetic changes for them instead of gold. Never spend any until you're 50 and need to gear for veteran dungeons and beyond. Don't use them on shit below ilvl 80.
