He didn't want to actually go through with going to war or killing people, but he also didn't want to tear hope away from the underground because even with the prospect of escaping their spirits are waning by the time you come.
It's a shit plan, but Asgore never had any real bad intentions. He just couldn't come up with a better plan because he wasn't a smart king, as Gerson says that he and everyone else knew Toriel was the brains behind the throne, and she ditched him when he declared war.
