The book it was released in a promo in is still in production (presumably), and Shueisha, the company that owns the publishing rights to YGO print material in Japan, doesn't want a card they're still printing to be unusable in the game.

3 stormforth is cloggy as fuck. Speedroids are to R3 for Invoker. I agree with the rest of the memetext though. 2 Slugger/ace work fine. Halberd and instant fusion aren't necessary. The best kind of deck! No cheap removal, no opponent-can't-play-Yugioh, just build up your walls and hope for the best. It's not nearly as profuse as most decks.

Albeit once per turn. You can kill your scales to protect your cards from destruction or targeting, but even then you'll only get one of them back in your hand at the best of times. It's far from being a potent archetype.
