Its really hard to say, since I've only played him in QM so that means I always fight other cho'galls as well but I'm 8 wins and 2 losses.
Though I have been able to win multiple cho'gall vs 3 other hero engagements, there are still some characters that hard counter like the butcher.
I'd say he leans on OP espically because of how easy it is to just do tons of free dmg with no effort.
I think he will def be a high tier character but not necessarily as op as he may seem ATM.

A lot of characters melt him. He has the same problem as Butcher. He's built for 1v1 in a game that does everything it can to discourage 1v1 fights.
