Unless you're talking about the ancient rampup change which doesn't even remotely affect the listed scenarios.
consider this when the limit was decided
crits literally random crits were still in, sticky crits were fucking ridiculous back then
nearly double ammo
sticky did full 130~ damage regardless of detonation time, or if the sticky is mid-air or on ground
grenade launcher did more damage, could oneshot scouts
both weapons had spread and did more damage
sticky had less detonation time/more dps
less self-damage

That's the rampup change. Stickies went from 125% at point blank to 110% akin to rockets. Please note the 0.8 second arm time which means they would be at 110% range anyway unless it bounced off something.

Don't forget the nerf that made damage falloff apply to stickybombs. For a moment gun mettle reverted the change by accident and let me tell you there was a very noticeable ramp-up in sticky dps from that mistake.

The first nerf listed on the wiki is the reserve ammo from 40 to 24. Any nerfs before that (and I know there were nerfs before too, arm time and the like) are irrelevant because none of the current leagues ran TF2 back then. UGC even tried "2 of every class including Demo and Medic" in season 1 of 6v6. You know what happened? 2 Demomen 2 Medics every game.

30 is the absolute minimum damage a stickybomb can possibly inflict (maximum falloff with maximum target/bomb distance). They still have base 120 damage that ramps up to 144.

Yes, when every class was limited to 2 every team ran 2 Demomen at all times unconditionally. If you ran anything else you lost. It was that simple. Before stickybombs had falloff (like you said) their damage was capped at 120, but since Valve added the feature you say *prevents* 130 damage stickybomb, it was quite rather the contrary, rampup and falloff made 130 damage stickybombs possible in the forst place.

you're not going to like it at all. there are only two ways valve can go about it and both will be pretty bad.
either you queue as the class you want to play. the time to find a match will be ridiculous. tf2 doesn't have that many players.
or decide classes in-game which will be a fuckfest.
