Ultros is pretty average.
Most of the JP servers I looked at are almost comically small. The smallest NA server had something like 9000 active players when the census was taken. All the JP servers, that I looked at at least, were in something like the 7k range. Maybe I just didn't find their megaserver, but it seems like Japan is in dire need of a few mergers.

I use Second Wind whenever I'm in Deliverance since Equilibrium restores 200 TP instead of being a 1200 potency self-heal in Defiance. With the amount of lazy healers I encounter, I might as well push my own DPS. In a couple of pre-mades, I had a healer who flat-out told me I could tank an entire dungeon in Deliverance if I felt comfortable with it.
But I digress. I find Second Wind more valuable to me over Flash since I have no issues with aggro and more self-heals means making the healer's life easier and giving them a bigger window to do more DPS.

Void Ark - more interesting storyline than Alexander, actual raid of the game. That speaks for itself. Pointless as far as itemization is concerned. I am not sure what is going on through heads of the developers. Why release this and Diadem in the same patch is beyond me. Same shit happened with ilevel of normal mode Alex and eso tomes being release almost at the same time. Alexander normal mode gear was pointless at its release. Void Ark is the same.
Diadem - The very beginning of the voyage when you gather air currents is the most fun part of the entire thing. That speaks for itself. Everyone flies to the very same island and kills shit for 90 minutes. Too long, BORING AS FUCK. Make it shorter but spawn higher ranks more often. Literally kill yourself Yoshida.
MSQ - It has half the quests it usually has. Even though it is good, it's way too fucking short. What else can be said here?
Thordan - what Alexander should have been. In no way difficult once you learn the dance, but it's telling when people are more proud and HAPPY for their Thordan kills/weapons than A4S.
LoV - It pisses the shit out of me how much dev time went into designing a minigame. You can tell they spent a lot of time on it just because every single fucking minion has their own stats and passive abilities. That took time which could have been fueled into making actual content.

Actually, the rate of release of new content is one of the reasons I keep playing this game. Shit comes out FAST, man. New raid every 3 months (besides the longer period this month), new dungeons too. Every patch since 2.2 has been including less and less, with the promise of "We're working really hard on 3.0!" And look how that turned out. Also, I remember a lot of the reasoning behind the boring 2.X style gameplay was "we want to fix the problems from 1.0 before introducing new systems", yet there were tons of new jobs broken right out the gate from 3.0.
3.07 was a disaster because of the dull as fuck Alex Savage and redscrips for DoH/L, and 3.1 is your standard "casual" patch taken to an extreme by giving everyone raid-tier gear, and useless gold saucer shit

Said no one ever. Flash is more useless than Second Wind because all it does is spend MP to generate enmity in all directions. Overpower does damage, and when combined with Bloodbath and Berserk it does a lot more than what Flash can do. The only times you'll need Flash is if you're high and dry on TP, which shouldn't be an issue if you use Equilibrium in Deliverance and use your Wrath/Abandon weaponskills. With proper TP management, Second Wind sees far more value over Flash in a majority of situations (niche situation's like Ravana EX are the exception, but that's really the only situation where Flash may be more useful than Second Wind).

I usually use Second Wind with Berserk since the self-heal scales with attack power. It's a pretty potent self-heal when used like that, and as I've stated before it gives the healer more time to do whatever they want. The way I see it, Second Wind makes things easier for the healer while Flash seems lacklustre to me, despite the points you provided.

Nine months. That's 3 more major patches, assuming they manage to get back on schedule. In all likelihood it's gonna be more like a year at best.
Q4 2016 would put them in a good position to swallow up expiring WoW subs after the next expansion turns out to be even more vacuous than Warlords, and holiday vacations would help prop up the populations since people would see more other people in game.
I'm almost willing to go to the bank on this- 4.0 hits in October of 2016. That's probably the best case scenario for all parties involved.

The self-healing from Overpower spam in that regard is more than enough to let a healer do anything they want. If it just slows down HP loss, Second Wind can provide some extra cushioning, but I mostly use it for single-target situations like boss fights.
In my experiences, I see more use from using Equilibrium in Deliverance than in Defiance since I can rotate my cooldowns without causing my healers duress. Defiance Equilibrium is better than Second Wind, but the only times I see myself needing such a potent self-heal is if I'm dealing with a tank buster or taking lots of damage, and I usually tank roulettes. Not to mention that I threw away all of my fending accessories for slaying because the former is disappointingly useless to me at this stage in the game.

For example, in XI if you were hunting HNM back in the days then you were camping Fafnir and oh man was that a circus.
