How the hell are you supposed to build Mesa? Her abilites rely on her weapons, and her abilities suck a shit ton of energy. On top of that, she's fragile as fuck, which makes peace maker, a fucking nightmare to use when surrounded by gunners and the like. The only time duration is a real hindrance for buff/debuff is when they have to built up such as with Resonance, Vex Armor or Hall of Malevolence. 1) I don't think FE is necessary at all. SS and Shooting Gallery are both long-duration abilities that can't be spammed, so you don't need high efficiency for those (SG generally sucks anyway). For PM high duration is enough (my build drains 4.17 compared to the 3.75 cap)
2) I put in TF to help with PM. This depends entirely on how much you like using PM

Seriously, if the rework had combined both modes together it would have been perfect. PM acts like it did before, shooting 360noscope, but now you can aim with RMB/whatever to "focus" on a certain area/enemy, with the damage increasing/spread tightening over time. Releasing RMB would "unzoom" back to 360 mode over ~2 seconds.

Yes, you shitter. Never sacrifice damage for something you can compensate for some other way. This means you don't put shit like ammo mutations when restores exist. The only time it's ever acceptable to sacrifice damage is if you can get even more sustained damage such as in the case of reload for something like Torid or to narrow the damage variance such as Crit Delay on Tonkor.
