This is the area by the fusion shrine. If the circled dot is near the top, it's Noko. If it mills around the middle, it's something else. This lets you quickly check without risk of encounter.
If Noko is there, drop down the steps and charge straight at it, then down when it runs, it'll zag straight into you.

Rhyth. I dropped Tattletell like it was hot the instant I got Rhyth, since she hurls SPD boosts around like nobody's business, letting her go betwee everybody else's turns. I've since replaced her +50 SPD coat with the +30 SPT/+30 SPD beads.
She's actually the highest-levelled member of my party right now.
