Yes, it's fucked up. It's being bittersweet for its own sake without actually earning it, because almost nothing about most of the characters' actions make sense in regards to the Empress ending. It's a rare fuck up on their part to have such an unearned moment. A lot of the blame is because of Act 3's generally rushed nature and lack of polish compared to the rest, I imagine, but still.

I was underwhelmed how easy they were, Fists of Fury got done relatively quickly here
so, CDPR said they had no plans to make NG+, but then they spilled the beans and finally released it
they have also stated that there are no plans for redkit2.0 or an Enhanced Edition after the last expansion

Endings where good overcomes the great evil, and they live happily ever after are so damn boring and usually preditable. These often involve some form of deus ex machina too.
Not to say tragic endings are uncommon or anything. But those often leave stronger, lasting impression and therefore make it more memorable. At least that's how it works for me.
