I made him a ward of my heir, who fucks up every kid I send to him for some reason, so that he would grow up to be an ineffective ruler. Instead, my heir turns him into a fucking champion. After a civil war in the Abassid empire, his father was dethroned and replaced with some distant relative or something. He still managed to inherit land in Persia, and in a few short decades has managed to get much of its territory under his control. He is now occupying his time by tearing the Abassids apart as their empire continues to collapse.

If Rio Grande do Sul, Bolivia and Acre can get Platine cores, I don't see why an united La Plata and a worse off Chile wouldn't ever try to unify. You could make it mandatory for Chile to be behind #40 and La Plata having them sphered as well as having voting rights and all allowed rights. It's just an idea though.

Well, I don't think they should have cores on those two provinces in the pacific or Acre. They won't get it anymore. Rio Grande do Sul I think is to counter the Brazilians being able to get Entre Rios. The irredentist decisions for RGS and Entre Rios cost infamy and require a fascist government in HPM, but I won't make them get cores in a land it wasn't even part of the colonial divisions. They already get a lot of countries for free.

Responsible government was the major issue there for French-Canadians, so maybe a revolt to for Quebec independence, which if victorious would still keep them as allies and within the sphere of the UK. The United States would get a decision early on to join and maybe get a new ally in the Americas (and later on perhaps add them to the union).
If the UK wins the revolt, they then get the Durham Report event a year or two later ( https://en.wikipedia.org/wiki/Report_on_the_Affairs_of_British_North_America ) that states the French-Canadian minority must be contained and assimilated, and Canada gets a massive immigration bonus afterwards.
