In 1938, Pope Pius XI died and was succeeded by Pope Julius IV, a staunch nationalist. Following the outbreak of war in the Austro-Hungarian Empire, Julius allied himself with Hungary. After a series of stunning victories, Italy regained the lost territories of Trento, Venetia, and Istria while Hungary, Croatia, and Bosnia were granted independence. Austria was reduced to a puppet state controlled by the Italian Federation. However, despite these victories, the Italian Federation still did not have Southern Italy. Due to an alliance with the Commune of France, Syndicalist Italy was free from the Pope's grasp. This would change in 1939.
After years of tension, the Commune of France declared war on the German Empire. Despite being the victor of the First Weltkrieg, Germany had begun stagnating. While it was still the world's strongest power, Syndicalism was steadily growing in strength. This made the conflict between the two arch enemies especially bloody. Initially, it looked like the Syndicalists had the upper hand, annexing Flanders-Wallonia and capturing Alsace-Lorraine. However, in a heroic move, the Pope declare war upon the Commune and its allies. Years of swift military buildup enabled the Federation to sweep over Syndicalists. By 1940, Southern Italy was back under control. In France, Commune forces were being pushed back after an Italian offensive captured the key cities of Marseilles, Lyon, and Toulouse. On the German front, French forces had been pushed out of Wallonia and Alsace-Lorraine. By 1941, the Commune was defeated. In a twist of irony, France would be split in half just like Italy had been. The NF will make people more likely to chose the state you choose to immigrate to, it doesn't make people more likely to emigrate. You need that first. Conversely, the Emigrate NF will increase the number of people emigrating, but won't make it more likely for them to emigrate.
The best way to make people move to colonies is researching techs and having unemployment.
