The armor shred is only worth it if you have a ton of physical damage on your team, and even then it'd be better to have one of them build cleaver.
If your team is shredding their armor and you have a LW that's 35% pen on top of the 30% shred, and even a spellblade adc like corki isn't going to scale as hard with cdr as an ad bruiser.
Maybe if cdr still worked on corki's ult, but they changed it ages ago so it only reduces the recharge time, not the actual cooldown.

It's a real pain in the ass trying to carry as ADC in this meta, as all these fucking bruisers with deadman's plate and other movement speed enhancers / gap closers just run up and fucking explode you before you can get away. Auto attacking frequently is almost impossible unless your team has everyone locked down with hard CC.
Unless you're playing 6 item Tristana / Vayne / Jinx you're gonna have a bad time late game and spend most of it kiting and running away.
Like I said though Last Whisper will make the few hits you actually do get off do at least some damage, if they were crits / triforce procs. You don't have time as an ADC to get 6 autos off for the full BC shred on the same target as they run toward you at warp speed. Black Cleaver is a great item, very cost effective but it's better on bruisers who can actually stay in the fight long enough to apply the stacks. If your bruiser has Cleaver and you have LW, in an optimal scenario he should have some of the armor shredded off, then when you attack you'll be ignoring even more of it with LW.
