Flowey is Asriel without his body or any empathy due to lacking a soul. He has all of Asriel's memories and personality, though obviously his behavior is going to be different from how he acted as Asriel due to the aforementioned lack of empathy and ability to SAVE and LOAD until Frisk arrive.
For all practical purposes they're the same. Whether you believe they are or not depends on whether you think the soul or the memories are more important.
