Ok, so, where they left off in the game was a good spot. If they had explicitly either shut of the possibility or had them hook up again, that wouldn't have been a good idea either way. You want to leave stuff like that open.
But I think the chances are pretty good. For one thing, Toriel is working off a distorted impression of Asgore during the final events we see in the game. She became disgusted with him and the others ages ago, when they first declared the plan to destroy humanity, and ran away. She hasn't had meaningful contact with the rest of monsterkind since then, so for all she knows, it's not only that plan that's still on, but the attitude. But, that attitude was only the case during the period of grief and rage that came after Asriel's death, and was an understandable consequence of that. Afterwards, they stopped wanting to kill humans for its own sake, and some including Asgore became explicitly reluctant to do so.
Like, during the pacifist ending, Toriel comes in when you face Asgore. He was about to fight you, but he hadn't actually started yet: you were just talking. As far as Toriel would have been able to see, there was no reason to attack Asgore yet unless she made an assumption. She also seems quite surprised to see any other monsters come in and demonstrate friendliness towards Frisk. You could also consider the mirroring of when she attacked Flowey, remembering that in actuality, Flowey is Asriel. So, in that case, she was unknowingly attacking someone she would have tried to treat better if she knew more... so, it could be pointing to a similar situation with Asgore. If you want to stretch, admittedly.
tl;dr Toriel in-game acts on the assumption that Asgore is terrible, and unaware of all the good shit he's been doing vis-a-vis being santa and teaching fish kids to reach their dreams. She will learn that stuff eventually though, and they could at least be friends again. Maybe more?

Really, I think there are a couple of clues around the place that she interacts differently with people when Frisk's not around. Like hints of a harsher or at least not as pleasant personality leaking around the edges. The ruins monsters being scared of her, the way she treats Asgore, stuff you hear about her doing during the last walkabout, her accidentally saying "hell", et cetera. It's definitely implied she acts at least a little differently around other people.

From the perspective of playing the game, that simultaneously made me burst out laughing and also feel another bout of weird pity for her. It's kind of a shame that a lot of that info comes at the very end, because while she's flawed, it really rounds her out even further as a character.
I'm also in the camp that finds both goatparents to be flawed in their own ways, and it's something I'm rather grateful for. They both basically wish, desperately, for the same thing - to have their family back, as Asgore outright states - but it's simply not a thing that can happen in the circumstances. The times have changed, Jack, MGS reference, etc etc. It's a bit of a hard pill to swallow, but I think tucking it away in the middle of a whimsical game like this helps to sugarcoat it a little.
