Like the other Anon said, try taking a class. If you can't afford it, watch youtube tutorials on anatomy and basic technique. I reccomend Draw with Jazza, Sycra, Alphonso Dunn, and Cubebrush.
Be ambitious and disciplined, and of course, the best advice I can give you is to draw every day. It doesn't matter what or how detailed, just as long as you put a bit of effort in. Just keep at it with some effort, and you're guaranteed to see progress.
One more thing, not really related. I would start an art journal. Just a folder on your computer where you keep everything you draw, organized by date. In a year, you'll be able to look back and see tangible improvement. It's a fucking fantastic feeling.
