You can either use a simulator or on cart.
http://pokemonshowdown.com/ for the simulator, it has tiers and custom rules though.
There's also a semi-annual thing that nintendo does which is on-cart. You go to a place in your nearest city and battle people there, then the winners go to regionals and then nationals and so on.
There's a ruleset and you have to use pokemon that adhere to that for the nintendo events. You can't use level 1 billion things with an illegal moveset but you can, and there was controversy in the past about this, use hacked in pokemon that have completely legal movesets and stat distribution.

Currently the game as it stands is just Ingress with 10% of the polish of Ingress.
PokemonGo could be one of the best casual games ever made in my opinion, the problem is though this game was launched way too early and the game mechanics in their current form are basically complete trash.

There are far too many spawns of roughly 5-10 generic pokemon, overwhelmingly dominated by Zubat and Doduo, this means hunting pokemon becomes quickly tedious when 90% of all encounters will be one of 10 pokemon and a further 90% of those ones will be just 2 pokemon, Zubat and Doduo.

Basically the game is unplayable outside of the medium-high density urban areas.

Gyms and teams are completely pointless. There is no point to hold Gyms except to get coins to buy items to help you hold Gyms, there is no area control mechanic, no real team mechanics or anything. This part of the game is literally pointless. An easy fix for this would have been to increase rare pokemon Spawn rates for team members within the vicinity of a Gym they held, but not even that. Also the Gym game is completely pay to win since Lucky Eggs/trash pokemon evo spamming is OP as fuck.
