PS4 still runs Witcher 3, Doom, and most games at 1080p with higher framerates than the Xbox One S. That 4K streaming really means a lot when you're playing games at effectively 720p resolution.

The real reason the consoles outperform in Doom is both the PS4 and Xbox One use graphics APIs that support async. I'm betting that test re-run on the AMD hardware using Vulkan would make the results much closer.

People that play CS:GO or TF2 on laptops aren't really in the market for AAA high-fidelity games though. No one's going to expect the new EA or Ubisoft game to run on an Intel HD4000. Whereas people who game on console are potentially in the market for AAA games, that's what the majority bought the console for. An equivalent pc isn't $500. PC components don't scale infinity with price/performance. There's certain minimums where it isn't worth it to purchase cheaper. That will be around $600 and with the new AMD cards and its going to be about 3x as fast as a console.
These discussions about $300 PCs are irrelevant, cheap hardware is old and they stop offering old hardware designs to purchase new. Someone then inevitably matches a console with used parts and that gets called invalid.
