Just focus on an area with a ton of pokestops and a gym. Throw your strongest pokemon at them and defeat as many as you can to lower the prestige. Then go back to the stops ever 5 or so minutes to restock on potions.
The only reason for a gym to be level 8 is people are not contesting it. You can still kick a gyms ass even if the strongest pokemon is 400-500 CP above your best.

Nah, unless their pokemon are all 1k it's extremely easy to take a gym even with underpowered pokemon because you can take a team of 6 (as opposed to only 1 if you're training a gym you own). Even if you lose the battle as long as you beat at least 1 mon in the gym you can wittle it down to nothing. Unless you're taking like 4 gyms at a time when claiming rewards it usually isn't worth the effort

Only if you're horirbly underpowered compared to the gym's mons, and 500cp vs 700cp isn't that bad especially if you have type advantage which is more powerful than dodging. Prestige 3 gyms are a total joke regardless of their mon's strength, it's only when you start battling prestige 7 gyms that you start relying on advanced tactics.
Dodging is extremely finicky even under best of connections. The game doesn't always register dodges even if you time it correctly and it really only seems to be useful against special attacks and slow attacking pokemon. 9 times out of 10 you're better off tap spamming than trying to dodge regular attacks when the animations don't give you enough time to counter anyway. And like I said it's usually not worth the effort unless you can hold multiple gyms at once before cashing out for the day.
