Besides some meme translations, yea VII is objectively superior to the previous installments in many many ways. The only iffy part about it is the random world encounters, though I assume that was done to encourage people not to heal scum. Luckily NG+ gives you the option to turn it off.
But yea, there's not a single bad character introduced, soundtrack is pretty solid, game is pretty fair. It re-uses some old dungeons, it makes new versions of old dungeons, and has a bunch of brand new dungeons, as well.
Took me 31 hours to get good end, 3-6~(wasn't paying much attention) hours to clear NG+ True ending (technically since I didn't use the CPU's and didn't do their route, everything from the route choice up was done without NG+ shit).

Anyways, you want two healers, so you should always bring 2 of the following: Uzume, Nepgear, Rom
Honestly, you should always bring Rom for these fights. This is pretty much what you do.
1. AoE buffs for your team, if you have any.
2. Bring Rom and DPS(preferably one with good defensive buffs like Uni) to one rock, keep one in the middle (Uzume or Nepgear), bring last character to the other adjacent rock.
3. Spam moves and heals
It's really easy, even the battle where Rom is a healbot is still easy since you almost certainly cannot die. If your healers can't keep up, either your levels are garbage or your gear is shit. Or both. A good comp is Noire, Uni, Rom, Uzume. Noire has AoE speed buff, Uni has full defense buff, Rom has AoE heals and res, Uzume has heal and res.

It's rather similar to Rebirth 1, yeah. Some new stuff like Stella's dungeon exploring as well (You send Stella off to explore dungeons and after a period of time passes she'll come back with treasure. Time ticks over even when you aren't playing the game)
Rebirth 3 is the most different out of all the Rebirths. No EXE bar, everything is cast out of SP. Plus, SP recovers with every attack so rush attacks can restore a good amount of SP
VII is different again. EXE bar added back in, but instead of being one long bar that lasts the entire dungeon it's smaller and lasts only one battle. It also charges up way faster, you can probably get maybe 2 bars a turn if you have the right attacks. This means you are encouraged to use EXE attacks more, which really speeds things up. EXE attacks work differently though, a lot of them are based on positioning characters into certain formations (such as surrounding enemies in a triangle shape). Transformations also cost EXE instead of SP. There's also no more guard break bar. Instead, enemies can have breakable parts which will lower their overall defense if you can break them.

The SRPG is one of the weakest games of the entire series, really. It's... not... bad, exactly. It's just almost insultingly adequate.

I've played quite a few SPRGs and I like what Hyperdevotion tried to do. There's a lot of focus on positioning your characters as well as splitting up the team to take alternate routes or achieve objectives. For example, the first boss battle requires you to activate a train to cross to where the boss is. This means you have to leave someone behind to activate the train, so they won't be available for the boss fight for two turns while they're waiting for the train to cycle back around. There's also a stage that's a bunch of wide areas connected with narrow hallways. You can try funnel everyone through the hallways, but a lot of enemies have AoE spells so that's just asking everyone to get hit. You can split the team up to take an alternate route, but that leaves each side a little vulnerable.
I also like how there are other objectives than just "kill all the enemies". For example, there's a stage where you have to collect magic flowers growing on a mountain, so you need to figure out how to collect them while fighting off enemies. Some characters have better mobility than others, but there are also boxes you can pick up and throw to act as footstools.
That being said, there's something... off about the game. It feels sluggish. Animations take way too long, especially when 10 enemies take turns slowly walking towards you.
The self insert doesn't bother me much. I forget he exists every time he's not mentioned, he's kind of a non-issue.

I will cut straight to the point. Neptunia VII is actually good as it discussed Sega's own troubling reconciliation to the legacy of the Dreamcast.
Dreamcast was never able to harness its forward-thinking idea of netplay and net games at a time when dialup 56k simply isn't capable of delivering the level of play that you can get in local co-up, which is important if you want a real online community. Dreamcast couldn't connect to a LAN with Ethernet for one, so there's no way to get around the problem with that dialup.
More crucially, Dremcast had no games at launch in Japan. Sega grew tire of hardware business at that and the debate raged while Sega almost died from bankruptcy in the inability for Dreamcast to recuperate those losses stemming from the disappointment of Saturn. The lack of DRM on Dreamcast made it easy to pirate as well. There was no way to stop piracy to undermine it.
Uzume ingame is like that. She failed to really harness the great promise that she had, leading Gamindustri to fall to anarchy as her control slips away, causing her to forcibly put herself to rest. Gamindustri went against her and she was powerless to lead the very Gamindustri that gave birth to her and she didn't have many friends to count on. So she offed herself while harboring huge huge resentment about how it all came to be.
And of course, PS2 came to the scene, driving a nail to the coffin.
