Keeping in mind that you shouldn't listen to me cause I'm lowskill.
I start with a flat base then work my way up and/or down in tones. Highlights, Shadows, and cast shadows. The more layers the more detailed it'll be.
On SAI, for these particular two, I used luminosity and shade layers on top of flats; warm color for light and cool for shadows. Sometimes I don't use layer modes and just pick the colors, I don't know the difference as I'm experimenting random things.
Some people start with a defined general shadow line, some already start with all the planes on their correct color, I think it has to do with skill and experience.
Using this example cause I lost the layers of the alisha one, but that is the gist of it. Again, you're better off consulting tutorials from artists.

You need to do basic exercises in order to improve. It sucks but that's the reality of it.
Construct things with 3d shapes, then rotate them around in any angle. Your first steps as an artist are more those of a mechanical designer.
The loomis book "fun with a pencil" is always good for beginners. The whole process of constructing a head is how you learn to draw everything. You need to incorporate that process as it becomes second nature to every object you see. If you are already familiar with construction, you need to draw a lot of things from reference, slowly and carefully. Do not think about stylization at all, it's wasted time.
If this is a boring process for you, then drawing is not for you, because drawing is all of this. If you are a hobbyist you'll learn a hundred times slower by just drawing the things you want, so while you can do whatever you want, it's honestly a massive waste of time and you'll likely quit because you'll improve a tiny bit in years, which will be super discouraging.

That's normal, it's very hard to draw a head properly, and it just comes down to practice. In general it looks like the relationship of the perspective between skull, face, ear and her beads thing on the head is off. Beads, hair and ear look like it's a profile; face looks like it's half looking from behind.
I notice now that the torso looks detached from the pelvis, perspective issues there. The skirt archest upward while the torso arches down. Her pelvis looks like she's bending over because of this, while the upper body is just standing up.
You just need to pay a little more attention to keeping everything consistent with each other.
Oh and that thumb is breaking! It cannot naturally bend over 90 degrees. Minor thing but it does make the whole hand look a little awkward.
