This, fucking hell this. It was all I could think about when I was playing Brutal Legend. How much better it could have been if it was focused more around the hack n' slash stuff than the crappy RTS-lite battles. They were literally the worst part of the game and everything is ultimately centered around them. There's nothing metal about long, tedious strategy segments, especially when you wanna be out running over people in your car or cutting enemies up with your axe. Double Fine really blew it on this one.

Depends on the genre. FPS is mobility, non-randomization, and map design. RTS is not making rushing and economy so linear (and thus non-strategic; as it's not interesting to mathematically min-max startups). MOBAs would be tight with actual combat, and not top-down; and DOTA has a hugely awful camera.
Beyond that, there's a fucking whole backyard of games that just haven't been made. Freeroam DaS multiplayer -types (maybe with loot drop), action games that actually require combo depth but maybe add mobility over the standard hack and slash. ARPGs, better gameplay than hotbar combat, better mobility, maybe not top-down and click-move. MMOs, sandboxes.
