I'd say about half and half perhaps. There's definitely memes and some are pretty cringeworthy, but the game also remembers that it's cyberpunkwhen you aren't dwelling in Jill's relationship problems, anyways. Overall it's comfy, lives up to its setting well enough, and isn't too heavy on the price tag for what it offers. As for endless references, there aren't any characters that do that (though some are caricatures of memes) but there is an in-game forum of sorts that's basically 4chan but it's also optional.

It's a VN with one route and almost no variation, which means there's literally no reason to play it once you've gotten all of the "endings" which really aren't different endings, they're just additional scenes that get tacked onto the actual endings. If we're being honest there are only two endings.
Now if the single route was actually interesting it would be fine but not only is it actually pretty boring but it's also incredibly short. VNs with a single route and no choices do exist but they tend to have a bit more meat and potatoes in terms of a story. Valhalla's story is pretty barebones. Out of all possible directions the story can go in they decide to have Lenore's sister shoulder most of it, meaning the actual "plot" of the game only starts happening halfway through, and just really isn't that investing.

I get that they were going for the whole "you're not the hero, you're just a person doing their job" so the story being kind of boring and uneventful makes sense but that isn't an excuse for the game being boring and uninteresting. It doesn't help that the story is littered with side characters that are a lot more interesting than you and everything going on in your story, but half of them even remotely matter and only a handful are even mentioned in the "endings".
Special mention goes to Anna who is depicted prominently in the official art and is implied to be important but barely matters at all in the story. The first half of the game is spent on side characters that barely end up mattering and the second half focuses on your boring, cliche story. Some of the side characters are just outright ignored by the end. What happened to Betty and Deal? Donovan? The red-haired dude? Jaime?
