Actually Valve is partially responsible for it because they manipulate the market through deciding what is and isn't rare. Part of the reason people want specific items is because they are rare. Other people will intentional hoard a specific item to drive up the 'demand' of it or even use them as currency themselves. (Like what happened with Earbuds in TF2.)
If you want a smoking gun of them fucking with the player driven market, just look at knives in CS:GO and how certain models of the red spider web designed knife took over a year after the crates were introduced for one to drop. Or how certain designs still haven't dropped, which drives up demand and value the moment one does appear.
Or reclaimed crates which are crates with an extremely low drop rate and have contain weapons that have an extremely high usage rate in the community so that drives up the demand for them.
Further more Valve brought in a Euro economist to see how he could make them more money, and his first action was to discontinue certain hats in TF2. That's right, you can no longer craft, unlock or buy those hats from the store, thus giving them more value because there is now a set number of them in the game.
Or hats that you must purchase other games to get, in some cases a lot more games to get. Like the HOUWAR. Where to drive up the market value of it after it was dropping in demand, they gave it an animation years after it was released.

Hell, the API doesn't let you have full control on the inventories either, it only lets you see the contents and that's if you previously set the inventory visibility to public, and it defaults to private and unviewable by everyone but yourself.
And this is where the trade bots come in, sending automated trade requests to the users of the sites. Those bots were developed by third parties and Valve has no control over them, the sites do.
Nevermind the part that you have to accept and confirm the trade requests to bet, there are multiple steps the user must make.
