It's a VN with one boring route, no romance options, monotonous gameplay, and side characters that barely end up mattering because the actual plot ignores almost all of them, unless you care about the "endings" which are really just small, additional scenes you get if you did everything right for a certain side character. And even then, not all side characters even get one.
It's genuinely difficult to think of a game with less replayability.

That's not really an excuse for the game to be as uninteresting as it is, though. If anything it's more demoralizing because it means they purposefully built the game around a boring narrative and teased you with more interesting characters who's stories you'll never get to experience or even get involved with aside from serving them drinks.
Even characters that were made to seem super important to Jill like Anna were almost totally ignored.

The only thing interesting was the cyberpunk environment and the vaguely PC98 artstyle (but not as detailed). These are the sole hooks of the game.
The whole punchline was simply that this wasn't a story about anything going on in Glitch City but of Jill whom, though probably going through the biggest change in her life, is pretty uninteresting all things considered.
I dont know what to tell you other than the facts and the fact is you didn't get engaged by Jill's story. That is the devs fault for that.

For what it was and who was behind it I consider it excellent.
Against real VNs its awful, and most of the characters are one liners, annoying, or downright uninteresting. I hear 'comfy' talked about which the game mentions and its true because there's absolutely nothing to do except quietly read the dumb dialogue and mix drinks which while they impact the story you have zero idea what they will do at the time.

Spoilers ahead:The mayor is just a puppet for the company that owns the White Knight police. A company who doesn't patent the White Knight uniforms because it would mean that the information is available and somebody would find out it's not actually legal. There's also a subplot in there in which an old disgraced White Knight (plus an unknown crew) breaks into a bank to steal information about the corruption and releases it to the public, causing a riot where mobs of citizens patrol the streets murdering any White Knight they see. On top of that, the company said "fuck that" and shut down all the White Knights suits, leaving many of them immobile, which indirectly lead to many of them being lynched. Then with all this extra White Knight armor everywhere, people got their hands on them, reversed engineered them, and started patenting them since the company never did.
They're also sneaking nanomachines into everyone so they can track where they are, which causes trouble for people, like a couple of your regular customers, who don't want them knowing where they are, and even more trouble for the ~2% of the population who have a nanomachine rejection disease, 99% of whom die -- the love of the main character's life being one of those people.

I'm really enjoying it so far. It was everything I was expecting, but I do want more of everything. I'm not even done with Chapter 1 yet though, and I'm already clamoring for an extension, or more varied dialogue. There are a ton of branching conversations, but a lot of them are for fucking specific peoples orders up or not getting them wasted when they want to be wasted. Stella not being in the bar when Art shows up has him with two conversations you can get, one with him drunk and one not. It's a lot of trial and error, but you do get a lot more characterization out of specific people per playthrough, if you remember what to fuck up where.

But in the end it isn't, because we get a ton of time dedicated to Jill's story. If the game was totally focused on the "side" characters, it would have been better, with Jill instead being a self insert of the reader. If it was episodic and we got short arcs exploring a single character before they leave Jill's life, it may have been better. Or if we had big chunks dedicated to exploring the world. Instead, the game teases at interesting characters that we never really get to know. In a way, such a story is thematic to the whole bartender thing, but it's unsatisfying as a reader.

It's explained who Anna is, but never explained why she can do what she does, nor why Jill is the only person who can see her.
Dorothy has a "mother" who has been taking care of her while her mind develops, and she used to have a daughter. The daughter, Anna, had Nanomachine Rejection or whatever, and spent most of her time in the hospital. Dorothy says she was extremely smart, and learned to be a multiinstrumentalist musician even though the disease made her lose an arm when most people with 2 arms probably couldn't even do it. She actually managed to survive the Nanomachine Rejection, when at least 98% die, only to get hit by a truck.
Alma, in a conversation with Jill (a conversation where she looks into Jill's pre-teen years and finds out Jill was into occultist shit, and wrote a school paper about "The Scientifict Theory and the Idea of Auras"), mentions she read a paper which proposed an idea that a swarm of nanomachines from a recently deceased person could form a hivemind of their residual brain waves and create a hologram of that person -- basically creating a ghost. But Alma says that the maximum amount of nanomachines a body can handle is only about 5% of the minimum that would be needed for that to happen This would imply that the nanomachine cloud thing DOES happen, but not to a significant enough degree for that ghost shit. Otherwise tons of people (not just Jill) would be seeing ghosts (not just Anna) all the time.
Best guess is that during her time in isolation at the hospital, she learned about nanomachines (the way Dorothy described her made it sound like she had an extremely superior intellect) enough to be able to exist with the cloud that was at least 1/20th of what Alma said it needed to be, and learned to hack her way into the standard nanomachines that were in Jill or inject her own nanomachines into Jill's brain to somehow make Jill able see and hear her which would also explain why she could read Jill's thoughts

Because it's stock standard to have 30+ hours of story, ~3+ routes, and at least a dozen porn scenes. I believe Nitro+ even discussed this in an interview once where they said that was the "bare minimum a VN must have to be a VN". Mind you, Nitro+ are considered to be masters of the genre too. Their more popular works (Demonbane, Saya no Uta, Muramasa, NECRO) are often lauded as some of the best written VN's out there.

I only mentioned romance because it's a common occurrence in VNs for there to be some sort of romance element, and this game really could have used some of it in order to add some replayability. The game's one route just isn't long enough. There should have been at least two more that were the same length. Once you've gotten all of the endings there's no reason to ever play it again, which is really sad. They could have done more with the supporting cast while at the same time adding replayability.

I dunno, man. I'm not even against VNs having porn, but there does seem to be a general trend of the big companies moving away from it. TM haven't really done any since F/HA, and Nitro+ seems pretty invested in their 5pb partnership which seems to be entirely ero-free, whilst Key have been kind of flip-flopping since Clannad.
And speaking of Clannad, it's a pretty good example of a non-h VN making it big. And 07thExpansion, whilst doujin and being more cult than making it big, still manages to garner a fair bit of a following despite having no porn whatsoever. It's entirely doable.
Plus, it'd probably be hard to market an actual eroge in the west, especially on something like Steam. Does Steam even allow them? I don't think it does.
