The third game, Zero Time Dilemma, is coming out within the next few days.
Many reviews so far claim it to be a worthy sequel.

The 3DS version has a few drawbacks: "The 3DS has washed out visuals and a volume issue", and so does the PSVita version: "while the PS Vita version has performance issues during scenes and with some of the button controls. It all comes down to what’s more important to you, visuals/sound or smooth gameplay."
Knowing these, which version/port are you guys planning to buy? Or do you think the Steam release will be the best version of the three? As a longterm fan of the series, I'm unsure whch of the three to get, but I'm convinced enough to probably buy the Steam release for the full experience.
My PC is a toster and I don't have a PSVITA.
I will get the 3DS one.

I'll be getting both the 3DS version (playing earlier, all 3 titles on my 3DS) and the Steam version (updated visuals, useful if I end up without my 3DS in the future). Purely from a visual standpoint, 3DS < Vita < Steam.
Thankfully I'm doing well when it comes to money, so I'll actually be buying both versions just to show my support.
So basically, either 3DS/Vita for release date and portability, and Steam for reruns.

there are sliders for music/sfx and voices, but apparently voices are still pretty low on the 3DS even if you adjust them. i'd imagine headphones should make it okay though

After playing Danganronpa on PC, I'm pretty sure it's going to be a good port. There's a video review on youtube, and the only problem seems to be the lack of keyboard buttons layout and lack of mapping for the controls I believe.

Can't speak on the portables but the Steam version is mint so far. There's no video options unfortunately but you can still full screen albeit at a lower native resolution. Fortunately, it doesn't look stretched out in doing so.
As for Zero talking, it can be hard to decipher a bit without subtitles in the majority of the video playbacks. Lowering the music volume can help with this a bit. Everyone else is fine.

There's another key that you have to view one of the recliners chairs from an angle so that it - fuck. That's what you meant by stump.
