People don't give a crap about these kinds of games anymore. They used to be incredibly common last gen but if you've noticed they're much less common now (now everyone is trying to do parkour, first person open worlds, etc). If you look at the footage of Mafia 3, it looks like a last gen game.
Not in terms of graphics necessarily but in terms of design, it's just another cover shooter with a sandbox that's bound to be as paper thin as the last game.

He's a popular guy, I don't see why an artist being inspired by his mug is a bad thing.
It's largely because a majority of western companies think scanning and porting a face in is all you need to do, and if anyone whines about it you're being unreasonable cus it's "realistic".
The thing is, porting in scanned and mapped faces doesn't look realistic. It looks fucking horrifying, because it's collecting the shape of the face from all angles, and we as humans never see that.
If you ever look up peoples projects or test files and see the comparisons of their faces they have scanned and ported in versus their faces, there's an IMMEDIATE and NOTICEABLE difference. It takes extremely photogenic people to get a head scan that looks decent right out the box, and even then it's not always a guarantee.
From the head scan you then need to work off of it, you can see this in Valve's games such as HL2 or Left 4 Dead 2, both which they have quite a bit of documentation on copying the models face into the game and then "massaging" and editing it to look natural in a setting where you experience it in a 3D space. Even Kojima in MGSV, which had a lot of head and facescannimg, had extensive work done in sculpting and shaping the faces and head before mapping facial animation back onto it.
There's a reason why these faces that just use real faces as a base, or completely build their own from scratch look more appealing, and these unedited "real" faces look horrifying. A prime example is Jessica Chobot in Mass Effect 3, and how her in-game model looks like Snookie from Jersey Shore. Sure, next to eachother you can see the resemblance, but the human face looks alot better, while the imported video game face looks really fucking bad.

In Injustice they sculpted their own faces, and while fucking hideous and mannish, the result is very clearly being a poor model and design.
