They did their best with the engine, like weapon mods, different ammo types, somethings they wanted to do that seems really simple just couldn't be done on the engine. Like they wanted the Ballistic Fist to actually use shotgun shells per punch, but Bethesda's engine apparently shit the bed so they had to drop it and that's just something small.

Most of the things the NPCs tell you could fit really well into the "More info" button, and then at the end you choose if to help them or not (Or later). Skill checks are useless in this game aswell, i think the reason why the magazines are temporary is because you could break the game if the effects were permanent and the reason for the perk that gives you double the bonus is because they realised that gating things behind skillchecks was a bad idea and they came up with a workaround for it
Also, for every 10 minutes of action this game gives you, you have to sit through 30 minutes of info dump by NPC, or walking around in the wasteland (Wich, even if somebody finds it pretty, wears out its welcome within the first hour)
Obsidian doesn't know how integrate good story and gameplay together, niether does Bethesda, but between a boring game and a bad one, a boring game is worse in my eyes. I could at least salvage moments in FO4 where i was having a blast of a time

I've played through both games myself and I would never make this comparison. Fallout 4's dialogue works and reads much more akin to Mass Effect than New Vegas, and not only in the sense that you use a wheel to select them. Your character's personality and inflections are chosen specifically for you, offering you no control in how you say things other than an estimated guess where as NV at least allows you to see what you're saying and making sure it's as close to IC as possible before selecting it.
'Sarcastic' is especially annoying because sometimes I do like my character having a bit of snark, but I would never have selected half of the Leddit-tier 'humour' Fallout 4's sarcastic option presents if I knew what it said beforehand.
Also, if there's only one or two logical choices, NV won't bullshit you with the illusion of choice, they'll put down the 1 or 2 alone, not have 4 options that all end up being the exact same with slightly modded dialogue.

No shit sherlock: they're a temporary bonus just in case you're only a little shy of the pre-req amount, so as not to have the player pulling their hair out for only being 10 points under, they're in rare supply and it's made to present the player with more options

I don't get this meme that the Mojave is boring. It's geographically consistent, there's not a lot of variety in terms of the DC ruins or the waterfront, but there's so many quests and tidbits to each square mile you could spend entire playthroughs still missing stuff to do to find on later ones, which greatly adds replayability to the game.

I don't understand the meme that gunplay in NV is any less fun than it is in FO3 or 4. It's less frequent, yes, because NV's population isn't 95% raider or super mutant, but sneaking up to knife / blowing up with traps and timed charges / head-shotting from a nearby mountain range / melting their bones off is every bit as rewarding in one game as in the next.
And most importantly as far as RPG's go? Story is more important than combat. By a wide margin.

Red Rock Canyon would be your best bet (you can kill a Khan and take it from them, or buy it from their armory cheaper than anywhere else if they like you enough). But I don't know if that's leveled, so you'll probably just have to use console commands to get one.

Shooting and fighting in New Vegas are fine: they're not supposed to be like Halo or Call of Duty in that sense, it's not fast (I guess this is a legit complaint?) but it's every bit as enjoyable, and NV in particularly goes way above and beyond to give you so many options to kill shit, the weapons' list is almost longer than 3's and 4's put together.
And you're oversimplifying the conversations: at its core that's something you could make about literally any RPG, including Dragon Age at heart (which for what it's worth is a good RPG, and IMO the last good one Bioware ever made). DA is great for creating options, some of which are even pretty gray (helping the good guy in Orzammar for example makes the city worse in the ending) but story-wise New Vegas is more complex, more in-depth, and strikes up a lot more conversation, and it allows your Courier more freedom in how he affects the world around him.

The enclave became commies and they are worse than they used to be in fallout 2. But this time they made a "antidote" that fixes the dna of humans that was damaged from the mutated FEV.
The leader of the enclave is the son of colonel autumn that autumn left him in the enclave HQ in new orleans.
While autumn was in the capital wasteland, his son was 17 and one day he wondered alone, he found a library of ancient books. While studying them one day, he found ancient books of history and books written by karl marx. The figure that inspired him the most was stalin.
And his character is very inspired by stalin. If the prototype story doesn't change, his appearance will be very similar to stalin (the moustache etc.)
More to come if this type of story is chosen.
The BoS. Pretty much the same as the BoS in fallout tactics. Nothing much to it.
The bandits. They are anarchist,genocidal thieves. And they are stationed in the ww2 museum of new orleans.
