Time and money, that's all that matters. Bug testing and fixing as well. There's STILL major bugs in these ports which implies they didn't have enough time/money to do it right.
The 3DS version needs to be rebuilt with a new engine, effectively meaning you're making a new game. The 3DS and Vita versions are still nowhere to be seen with no set release date.
And on top fo that you need to spend fees to get the games sold on those platforms.

I love God Hand and understand it got poorly reviewed, but Party Babyz is a game of different classification.
What I mean is the game is obviously created in the direction of young children, in that regard it apparently did well in encapsulating the attention of young children while making them have fun and keeping their attention spans with little mini games. Therefore it successfully achieved what it set out to do, which explains the rating.

Why does it look so cheap and shit? That is the thing that gets me the most, the game had a pretty impressive budget for its genre and it literally looks like it took maybe 50k to make. Video's don't do justice in how cheap/bad it looks. The level design also feels incredibly random and clunky to play through.
