In the end the shock system just dumbs down positioning. Once you tag an enemy, and the tags last a very long time, the damage you do is the same no matter where you are relative to the enemis position. With other types of attacks you need to think about how to allign yourself so your attacks line up or get closer to the enemy in order to do more damage (even X does this since the closer he is to an enemy the less time his shots have to travel, thus allowing more on screen).
With Gunvolt once an enemy has tagged you focus completly on evasive positioning and finding the safest spot to continue mashing the button.
