you're saying that like there really needs to be a reason asides from you really wanted the game to be in the 70's but soviet invasion of afghanistan started 1979 and lasted through 89 and obviously kojima really wanted that in his game.
Cant make too much improvement when most of the R&D team is dead at the bottom of the ocean and the new team works with a budget of peanuts.

To be fair, everything they built was fucking destroyed and their personnel was either massacred or scattered. It's difficult to renovate when everything has been burned and sunk into the ocean.
