Chosen would be a high pick. The weapons were all overpowered, and if he had a good combat build he could kill everyone else before they could even move.
Dweller would die every time, even with Power Armor and all the stat boosters he just dies too easy, crits happen too often, and the weapons available are under-powered or way too strong for the enemies available, while hyper weak against next game enemies.
Survivor is the wild card. He has literally all the tools of his predecessors, arguably the best armor sets, but his companions are just retreads and recreations of the previous game's companions.
Courier depends on mods or no mods, If mods he wins hands down.
I personally think the blank slate would totally trash the other blank slates.

If they have no backups/followers, it would come down Between the Courier and the Dweller. The dweller had the hardest time, because he had no help for most of his adventures, other than a retarded dog, or followers who die in two shots to regular Super Mutants
I think it would come down between the Courier, Dweller, and Chosen, and while the chosen and Dweller have more impressive feats, the Chosen has had a lot of help from others, so he could be the weakest of the three. While the Dweller has arguably the most impressive feat of all, dealing with the Master and his Army alone, the Courier is ridicilously powerful by the end of New Vegas, and could probably survive even a death blow if his brain was back in Big MT. The courier also has acces to better weapons and armor than any of these 3

Chosen probably has his village and MAYBE the NCR if you are incredibly generous, a start-up, initial stages NCR.
Wanderer probably has the BoS (gay chapter), almost certainly. He could probably wrangle some assets from either Tenpenny or Megaton too. Vault 111's shitty people too maybe.
Courier is definitely capable of calling on the boomers, and is likely capable of calling on one of either: Legion (and probably the spearhead of their forces) the NCR (their desert rangers and a considerable detachment) an entire legion of almost CERTAINLY loyal robots, or maybe possibly House if he feels like it.
Mr/Mrs baby gon bad have the same BoS as the wanderer (with balls returned from purse) a giant factory full of gay robots that know how to fight but not how to plot, and SCIENCE!(?), a bunch of peasant militiamen who are incapable of their most basic requirement, or edgy robot teenagers.
I think its an honest toss-up between the Courier and Survivor, if we're talking all-out all-resources battle. In a straight fight its probably the Chosen, since you could make a seriously, seriously SERIOUSLY broken Chosen with the right stats.

The issue with this is that you've also got to take into account whether or not the Survivor is male or female, because in FO4 they are actually separate entities. The male survivor is a pre-war military veteran, whereas the female survivor is a lawyer.

My own little headcanon has always had the wanderer being an absolute genius who is able to keep and maintain the best possible armaments but actually is only a bit above average in terms of combat ability while the courier is a plot-armor version of an NCR ranger. Male survivor being a pre-war military vet gives him the best up-front combat ability of the Bethesda Fallout protagonists though.
