I was actually torn on that one.
My toughts are that Hillbilly Joe worked at Umbrella but he retired and went to his backwoods home with his family. After arriving there, Lucas being the psycho b**** he was, murdered his mom and Joe murdered him in a rage moment.
Joe regretted that and start experimenting with them to bring them back to life, somehow he managed to do that, but they mutated to murdering psychos but with intelligence (Like that creepy pasta where zombies were actually smart). Knowing that his family was different, he injected himself with the virus, and started hunting for more víctims.
The camera crew arrives, they get murdered and maybe... Just maybe Lucas dies again. Time passes and a friend from the camera crew locates the house, he investigates but he passes out (From a hit maybe), he knows he has to get out of there, but he needs to know what happened to the others so he looks for the tape of the camera crew. He learns what happens to them, finds the key, tries to get back but, you know, Hillbilly Joe needs a new son for his family, so he chooses him.

If you delete your save and boot the game up it asks if you want to create one, if you select "no" it will still start the game and you can play. It's a more of a soft reboot.
They knew rebooting it would cause too much backlash. Plus the whole stuff at Spencer state is basically classic story stuff, there would be no point in trying to write that off or rewrite it.
They simply prefer to leave all that behind and simply to move to some secluded location in Louisiana, where they can a write a new story.
