raid tiers have a certain size and they are usually released around the same time, with different raid tiers being about 6 months apart
highmaul and brf weren't released together, but that is because blizzard recently tried to delay raids even more so that they have to put out less content
WoD was really the first time there was such a huge gap between two raids of the same tier, MoP raids were released very close to each other
so this is a new thing and in earlier expansions like cataclysm, you would've seen these multiple raids released all on the same day, usually when the expansion releases
one could argue that highmaul is kind of like a mini-raidtier, but it's a very shitty one
it basically serves as the intro raid to the expansion, like MSV was in MoP and like Emerald Dream will be in Legion

They nerfed them by 10% after first week and unlocked the dungeon finder (originally the plan was to not unlock dungeon finder until 4.1 launched).
Then when 4.1 launched they remade Zul raids into dungeons that were relatively challenging but nerfed everything else including raids. Then when 4.2 launched they nerfed everything into the ground and made it loot pinata.
So I guess you could make an argument for playing Cata till Firelands launch and dropping it there. Personally I dropped WoW after Dragon Soul since seeing as I already started, might as well finish all the content. Dropped WoW after Deathwing HC and never looked back.

I'm perfectly fine with them rehashing content 99% of their player base has never experienced. In fact I would even encourage them to do so as filler in between expansions.
Blizzard created a decade's worth of content and with every expansion they make all of that content completely irrelevant. In order for the game to survive they need a model that allows for that content to stay in the rotation of things they players can experience.

Reading between the lines in recent Q&As, they cut Faralon (which would most likely have been the Timeless Isle to Tanaan's Isle of Thunder, or vice versa) because they thought that since they had a bigger team they would be able to ship Legion faster (I'd imagine the original goal was Q1 '16) and finally get closer to their stated goal of shipping one expansion per year.
Then they finally realized that while growing their team let them ship *more* content, it didn't really let them ship content *faster*. Hopefully this means that for the first time in almost a fucking decade we'll have a content cycle that is actually evenly paced across two years (since they've realized that one per 12-18 months is a pipe dream) rather than 2-4 patches over a year followed by a year of fucking nothing. But I wouldn't count on that until it actually happens.

Follower missions are more or less to unlock more quests or get a bit of Artifact Power.

And when have Raids ever been anything but recolored models? Closest I can see to that is Vanilla. Evem HFC uses new models for stuff.

Why do people defend the current state of wow so much? I've played since vanilla. The game went down hill during WotLk. That's when they started with this "you are the champion" cinematic bullshit, and multiple difficulties as well as group finder. The problem with criticizing wrath is that they introduced all the things that killed wow, but they actually implemented it correctly. Yes you can the "you are the champion" bullshit, but really anyone can be a "champion", in the end you are still just a fighter, but not everyone can be the the commander or class leader, that is retarded.
