Well Goten has more potential than Trunks. Kid Trunks himself said Goten was only weaker than him due to age.
Considering we don't see Trunks go SSJ 1.5 Grade 2 at all (he knows Grade 3 is too bulky) means Black Goku is already stronger in his base form which says a helluva lot since they made a point that Goku is still pretty weak in his base form, on Frieza's level, and Black Goku will be fighting both Goku and Vegeta in Super Saiyan Blue likely with Kaio-ken.
I highly doubt any form of Goten has that much potential, but ya never know with how fast Trunks managed to grow himself.

There's not a single instance of them running out of ki simply by using SS or SS2. It MIGHT have some kind of upkeep cost, but it's so small it's a non-issue even in drawn out battles.
