I like how the lack of JP voices was already confirmed last week, when they unveiled the US release info, but this news suddenly hits early in the morning, almost as if ATLUS USA didn't want anyone confused when their official E3 trailer featured English subtitles and Japanese voices.

I like it too. If you're going to do an English voice acted game that is clearly set in Japan, the best option is to play it straight. You can't localize everything and pretend that it doesn't take place in Japan, but you've got to have the basic text in English so that your audience can understand it.
It's like in a Fantasy setting, where everyone is speaking English, even though that makes no sense. And they've got little idioms to let you know that it's a different culture. Most of the time you're not thinking about the fact that they're not "really" speaking English, and you just go with it.

As part of their contracts, some of them demanded that there be no Japanese audio (some of them are attention whores). In addition to this Atlus can then spend more money on the English VAs, as part of the workers union, they want more money, so money that was going to be spent on Japanese VAs.So it's both American VAs wanting to be the only voices in the game and their greed for more money. it's just a different world of talent pools. Japanese voice acting for games and anime is a 'real' career that agents and talent and devs need to leverage for money. Specific tiers of voice actors and specific female va's CAN move units in japan, they are usually worth paying for.
American dubbing for anime and anime games is 'budget' work over here, it has to be done cheap and fast with as little redos as possible. because the VAST majority of the time, you aren't going to buy the game because a specific VA is in the dub (laura bailey has fanboys up the ass but even she can't really move a product on her own, 'just' Rise. I just get really sick of hearing him everywhere. Since I'm not familiar with the language, I'm less likely to get annoyed by voicework unless the voice doesn't sound like it matches with the character. Voice differentiation is more credible for a VA when it's in a language I know.
