Gen 2 is often praised for having two regions instead of one, which is kinda weak since Johto was bland and Kanto was gutted. The pokedex was also pretty trash since it was essentially gen 1.5, with everything cool being nutso rare at the end of the game or forcing you to rely on swarms. The level curve was pathetic, making the jump to Claire and the Elite 4 a grindfest unless you just used your starter. This was worse since all the Gym Leaders and E4/Lance/Red had lame teams with bland movesets.

The level curve is pathetic but not because of this reason. It's pathetic because you have a branching path in Ecruteak and whichever path you leave for later will be fucking weak shit that you will yawn through. Then the game throws the league challenge at you at what's essentially the third quarter of any other Pokemon game, so you beat a lv50 (as opposed to lv60+) Champion with your own Pokemon in the lv30-40 range (as opposed to lv40-50). Then you enter Kanto where the random trainers again have Pokemon in the 30-40 range and wild ones are a joke. Kanto is so small and empty that its entirety comprises the last quarter of the game, and then you finish off at Mt. Silver with a singular trainer battle against Red instead of an endurance challenge with another League. (so, your lv50 mons against Red's lv70-80). In the end you have conquered two regions, but they're both so short that the game isn't any longer than the other Pokemon games and the pacing suffers due to retarded design.

Not that guy, but in gen 2, arent a lot of the kanto sidequests from RBY not there? You dont have to do pokemon tower/the boat/other shit. It's almost a boss rush because you have every HM in advance and can basically go anywhere on the map immediately, rather than following a strict route like RBY.
The level curve in gen 2 is all out of whack. There are 0 trainers between the 5th and 6th gym battles. Even though Jasmine's pokemon get +6 levels compared to the fighting dude. Pyrces pokemon are actually weaker than Jasmine's, despite him being the 7th gym. And then Claire's pokemon are 7 levels higher than his, despite there being 1 small route and the ice cave between her and him.
Couple that with the fact that there's literally 0 trainers between claire and the elite 4 (well, there's 1 rival battle) and the upper end of the elite 4 is 10 full levels higher than claire. Plus, the wild pokemon right near claire's level 39/41 ass? level 27 at absolute highest.
The game really pushes you towards never trying to keep multiple pokemon on level, and just focus on 1-3.

there are a couple of gates to your progress in Kanto that don't require HMs (you need to go through a sequence of events to get a part from a Rocket grunt in Cerulean, then go to the Power Plant to get it running and get the Radio working and wake up Snorlax which is blocking your way etc.). You get it at lv22. I think I fed it a couple trainers south of Blackthorn before going back to the gym and demolishing it with Ice Punch (which Jynx gets at lv25). Then it was just a matter of giving it a good share of the EXP en route to the League. It admittedly handled a lot of the difficult Pokemon in the Elite 4 and Champ fights, which is why it is as high as 38 in the Hall of Fame record. I think everyone was roughly lv34-36 when I walked in on Will. It's been a while since that playthrough though.

I played through that save file a year ago or something like that, I beat Red and everything. Team ended up in the lv45-47 range.
Here's my final team from Red for 3DS Virtual Console for kicks. I trained ~11 different Pokemon equally during the playthrough which is why they're a bit lower level than usual but the movesets of enemy Pokemon suck so bad in gen 1 it's not an issue. Replaying FireRed right now, it's a bit more difficult since I'm training even more shit in that one and the important NPCs have clearly stepped up their game.

Electrode doesn't work because it's played straight. Even back then when graphics were limited, they'd outright tell you mimics are "pretending", that the chest transformed into a monster. Nope - in Electrdoe's case it's literally the same mon with no size change even though item balls are small as fuck.
Foongus works because despite being a terrible mimic, the whole design (the top pokemon cap) is very tongue-in-cheek - it was intentional. None of that playing straight crap.

In Pokemon they do, and that's what makes it tongue-in-cheek as you put it. When you read Electrode's dex entries and see how big it is it's absolutely ridiculous that you would mistake it for a Poke Ball containing an item, but because of the overworld graphics that's exactly what happens. The graphics were still lowres 2D sprites with chibi proportions by the time 5th gen rolled around, so even though Voltorb and Electrode would've been even more unbelievable than before, they came up with another mimic monster that suited the new overworld graphics better but was still every bit as ridiculous of a situation. The overworld is seen from a birds-eye view and that's the only way you're going to mistake Foongus for an item ball. B2W2 even had Amoonguss disguised as item balls, and that thing is huge... not that you could tell on the overworld, again.
