the current top level melee meta is very campy and combos and setups have become so guaranteed that people have essentially turned a freeform game into a traditional fighter because its evolved so far

It's not because Japan is inconsistent or full of monsters. It's literally just because Japan's tournaments don't have cash prizes since they legally aren't allowed too, so a lot of players are likely sandbagging.
