They were slow because Lucas' original vision for lightsabers included them being very heavy, 'like Excalibur' I think he once said. The OT fights reflect this and are paced very much like an actual duel between two people with large, heavy swords.

The lightsaber fights were slow because out of the three duelists in the OT one was a quad-amputee, one was 60 years old, and one had about 2 hours of training with a saber. Thematically those fights make sense while in the prequel trilogy the fights are between psychic monks in their prime using swords with blades that weigh nothing.
Having Lightsabers weigh a ton to swing around made no fucking sense as unactivated sabers were tossed around like they weighed as much as a TV remote.
