Combat perks up pretty hard when you get good gear(Junktown), and it swings upward even faster if you build yourself right. Starting with a lot of agility helps since actions points your lifeblood. Tagging small guns also is a good newbie tip so you can hit shit often with most guns you find.
With a bit of planning, you can even do cheesy builds that can shit out ten powerfist punches per round.
