That's an ESRB thing. Little known fact, but ESRB doesn't just review games, it also reviews the covers. But they don't give a rating for the cover, they either allow it or refuse it. If the cover is refused, you can't have the official ESRB rating on it (And thus stores won't carry it). So the covers have to be censored so they're allowed by the ESRB. The reason the system is this way is so stores don't have to worry about a potentially offensive covers, like with too much gore or sexyness on it, which could be seen by anybody inside the store.
