Getting liked by the NCR. Once you're liked you can talk to Colonel Hsu who will give you a key to an NCR safehouse where the armor is located. I personally don't like it because it's considered faction armor, but that's the quickest way to get it. There's also other variants in the Honest Hearts and Lonesome Road DLCs which are much better in terms of DR and fashion.

I would HIGHLY recommend you get the mod that removes the yellow filter from the game. Looks like 100x better without it.
