Here's my long-ass, crazy theory:
At some point, I think Overwatch's plot is going to involve aliens, specifically some sort of alien invasion. No joke.
We know that Blizzard likes to hint at future projects and development in their games, and there's been an unusual focus on the moon in the shorts and the plot through Winston. There's also some big hints in the game maps, like the Hollywood map which features a debuting alien invasion movie called "They Came from Beyond The Moon," as well as a fossilized alien skeleton found at a spawn point in Route 66.
As for the Horizon colony Winston was from - I think the world powers of earth knew that someone was alien on the moon for a while and that's why they sent the Horizon team up there in first place.
What they found up there was some ancient alien relic or essence akin to 2001's monolith. Horizon was ordered to send send some of this back to earth and from it they created amazing feats of technology, which they distributed to big brother corporations like Viskhar and the omnica corporation.
But kind of like the 2001 and monolith, it's power is beyond human comprehension and it has the ability evolve entities into sentient beings, which is what happened to the omnics and the gorillas at Horizon. Both rapidly gained sentience over time and overthrew their human masters.
This is also the reason why so many world powers want Junkrat dead, because he found that same essence in the "bones" of that one onium factory and they want to kill him off before he rats out.
Maybe the creators of this alien relic return and don't like what they see, or the relic attracts a number of alien societies who want to end up invading earth as well.
An alien invasion also provides a great excuse for the world powers to reassemble Overwatch. It's also gives an excuse for rebel organizations, such as Talon and evil omnics - to side up in order to defeat a common enemy. And of course, more variety in maps and heroes down the line.

the idea is that this omnic is supposed to be very straight foward and opposive of Dva. go in. punch. end.
the deflection shit is there to encourage 1v1 fights and to split up from the team. if you try to facetank then suddenly you'll be killing your friends due to deflection. high melee dps makes sure that peopne will prioritize on shooting this character, along with the exposed core/power coils in the back encouraging group tactics against this guy.

oh, and another note, this guy is supposed to be religeous. how I pictured him in lore wise, this individual broke off from hivemind due to battle damage/ lucky lightning or whatever, gained sapience, realized what horrible murdering it's done. it wanders the world in search for relevation. then it reaches an omnic-friendly western religeon housing(some random church), and is accepted there. it is taught by the friendly, old (presumebly)church guy that redemption is achievable if it repents for it's sins. and it does. it swears that it will never fire it's guns again.
however anti-omnic mobs trash the church and old church guy is gravely wounded. in his dying breath he asks the omnic to go around the world and show himself acting in goodwill, show himself as a good example, and show the world that not everything is all that meets the eye. it complies, and now it travels the world smashing bad guy skulls around the world as it travels. oh and cute religeon related helping episodes.

dude. this robot is literally larger than Dva's mech and is a frontline fighter. it's going to take hits for GRANTED, even if it doesn't want to.
and to add to comparison roadhog is a hallway ambusher, not a direct frontline tank, so he takes limited damage. the most threatning encounter for him is reaper and that's saying something.
