For a game like this, it's a lot better than you might think. The games start out with a really dark tone to them and this is contrasted by the sexual/quirky nature of these games. Funny enough, female ninja were often trained to be sexual servants/wives in order to steal information from enemy groups.
There are instances where characters have to accept consequences for their actions such asHomura and her group getting kicked out of school for betrayal.
The overall theme of good shinobi vs evil shinobi might seem dull but the way it shows how it affects the girls was a nice touch.
The VS games add another school to the good side, they are more of the Lawful-Good side where as the main good school would be more so of a Neutral-Good alignment. This contrast creates some interesting scenes at times.
The character interactions are fun, if you like anime stuff.

The Samurai act as sort of a Lawful-Neutral agent whos purpose is to make sure the shinobi aren't murdering innocents or other things not allowed by the government, basically they act as the police officers.
Obviously to sorta make fun of the fact that the game is all ninja tiddy is to make them kinda gay, this would also help with the fujoshit sales but I do feel like there could be a deeper meaning to it.
The samurai know these female ninja are trained to be seductresses and as such must do what they can to over come it, we could even have one of the males be really into one of the shinobi and that fucks him up a lot when they have to fight. To add to the fact that they need to resist temptation, I think it would make sense (and be funny) if when a Samurai defeats a Shinobi, they are given clothes instead of having them ripped.

Yeah, it does. I bought SV to test the waters after seeing footage of EV. It's decent enough, although the framerate suffers at times, the PS4 version of EV remedies that.
I'd also recommend playing SV first if you're unfamiliar with the universe/characters, it does well to get you up to speed with titty ninja lore. EV by comparison assumes you know about the characters and the schools etc.
