So yes. If you know how to construct a face, you know how to construct hands. It's the same exact principle. People pick the head to stody on because we are so used to facial features being used as body language that we can instantly tell all the tiny differences, thus it is an effective tool to study.
Once you learn how to draw a good head, you THEN move onto studying different subjects to discover how they work more closely.

i think it looks that way because one part of one eye is hidden by hair and not the other. maybe one is higher than the other. the entire head needs to be shifted down anyway so i'll fix the rest later.

Looks a lot better, especially around the face. The toes look good, but the feet look a bit swollen around the top. Pants leg needs some lines because it's blending in with the leg and some of the hair looks like it got erased. Maybe pull down the hairline just a little bit. Overall, it's pretty cool! I like how it's coming out.

Face looks more appealing, but in the sense of an attractive adult woman rather than a child. I think some more child-like proportions would help, like bigger eyes, and a larger portion of the headshape being just cranium.
