As a drawfag I try to deliver as on-model as possible unless it's a stylistic request such as an edit or "in the style of".
That said, there are cases where replicating on-model styles is too hard, at which point I'll just settle for less.
Then again there are often examples where multiple styles account as on-model, at that point it's all about choosing whatever appeals to me more.

Depends on the character and depends on the style. If the character's so tumblr it hurts, fuck it but if the character's recognizable and the artist's style has appeal, it really doesn't matter if it's not 1:1 on-model.

Personally I use references, but I keep the drawing under my style. It's a lot more difficult to do sometimes because the idea of an iconic character (for example Princess Peach) under a different style would almost make the character non-recognizable outside of color scheme, but at the same time, it causes the drawing to change from the style you're usually going for just for the sake of being recognizable.

Some games aren't HD or scalable in HD. Even if they are through some method, an official character reference might not always be ideally presentable (character sprites are chibi, polygon models too blocky, lighting engine sucks a fat dick, etc.,)
A lot of times fanart is used to fill in the gaps if that option is readily if not ideally available.
