The tech in question is something that, when they were making the game, the engine itself placed assets, objects, and hills in random order so they wouldn't have to do it by hand. Then they save the creation and put it into the game. It saves weeks of work and is used pretty often in open world games, which is why a lot aren't big fans of open world design.
